MUNTINLUPA CITY, MOST EFFICIENT LGU”s IN FUND MANAGEMENT

 

The City Government of Muntinlupa, under the leadership of Mayor Ruffy Biazon, has once again earned national distinction for excellence in fiscal governance after being named one of the Top 8 Cities nationwide in Total Current Operating Expenditures (TCOE) per capita for Fiscal Year 2024 by the Department of Finance’s Bureau of Local Government Finance (DOF–BLGF).

Mayor Biazon personally received the award during the BLGF’s Local Government Finance Forum held at SMX Convention Center Aura in Taguig City.

The recognition places Muntinlupa among the top-performing cities in the country that have demonstrated prudent, transparent, and effective use of public funds. The TCOE per capita ranking measures how much a local government spends on operations relative to its population size—an indicator of how efficiently it uses resources to deliver services and sustain day-to-day operations for its constituents.

Mayor Biazon said the recognition affirms Muntinlupa’s brand of people-centered and value-driven governance. “Sa Muntinlupa, bawat pisong pondo ay may direksyon—para sa kapakanan ng mamamayan,” the mayor said. He added that fiscal discipline and transparency have become hallmarks of Muntinlupa’s administration, guided by the belief that public funds must always be used with integrity and clear benefit to the people.

The award is part of the DOF–BLGF’s national ranking of local government units under its “Strengthening Local Government Finance” program, which recognizes provinces, cities, and municipalities that excel in financial performance and management. The BLGF evaluates LGUs based on several Performance Indicator Areas, including Local Source Revenues, growth rate, the ratio of local revenues to total operating income, and Total Current Operating Expenditures per capita.

This latest recognition adds to Muntinlupa’s growing list of achievements in governance and fiscal accountability. In recent years, the city has consistently earned the Seal of Good Local Governance (SGLG), Good Financial Housekeeping Award and Urban Exemplar Awards from the Department of the Interior and Local Government—proof of its accuracy, integrity, and transparency in financial reporting.

Mayor Biazon emphasized that the city’s financial strength is directly reflected in its social investments. “Our efficiency in fund management allows us to invest more in programs that matter most—healthcare, education, infrastructure, and social welfare. This recognition reminds us that sound governance is not just about numbers; it’s about improving lives,” he said.

As Muntinlupa continues to push for innovations in local governance, the city government remains committed to maintaining transparency and accountability while ensuring that every peso spent contributes to meaningful progress. “Muling pinatunayan ng Muntinlupa na sa tamang pamumuno at tapat na paglilingkod, nagagamit nang wasto ang pondo ng bayan tungo sa makabuluhang pagbabago para sa mga Muntinlupeño,” Mayor Biazon said.
