LTO clarifies e-bike, e-trike ban

The Land Transportation Office (LTO) has clarified that there is no blanket ban on e-bikes and e-trikes on city and municipal roads, following the call of commuter group Move As One Coalition to explain the “confusing” response on the directive.

“Many workers, mothers, fathers, riders, senior citizens, persons with disabilities and commuters were shocked to find that they could no longer use their fuel-efficient and ‘low emission’ vehicles in their daily commute,” the coalition said in a statement.

“Due to the lack of clear guidance from the LTO, up to 229 e-bike or e-trike users were caught for allegedly violating the ban on Jan. 6. Some paid fines,” the group added.

LTO chief Markus Lacalinao said the restriction on e-bikes and e-trikes covers only national roads, such as EDSA, C-5, Roxas Boulevard and other major thoroughfares.

Lacalinao said speed differences between e-trikes and regular vehicles pose serious safety risks along the major national roads.

The measure is being carried out through joint enforcement efforts with the Metropolitan Manila Development Authority.

“This action is preventive, not punitive. It is aimed at protecting riders, motorists and the general public from foreseeable harm. Outside Metro Manila, information and education campaigns will be prioritized while joint guidelines are being finalized by the (Department of Transportation),” Lacalinao said in a statement.

“We call for the public’s cooperation and understanding as we work toward safer roads for all,” he added.
