QC leads government charge in energy efficiency compliance

Quezon City emerged as the nation’s model for energy conservation, with the local government unit achieving a perfect 100% compliance score in the latest Department of Energy (DOE) spot-checks.

The results, released March 19, 2026, show that Quezon City reached full compliance in its implementation of the Government Energy Management Program (GEMP).

General Santos City followed closely with a 99% score, earning a 5-star rating from the DOE Mindanao Field Office.

These high-performing LGUs led a broader field of 224 government entities that averaged an 86.27% compliance rate as of March 16.

The DOE’s intensified monitoring comes under Memorandum Circular No. 114, Series of 2026, which mandates a 10% to 20% reduction in electricity and fuel consumption across the public sector. This initiative is further reinforced by an Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) advisory issued on March 4, 2026.

Energy officials noted that these measures are particularly vital given ongoing developments in the Middle East, which have driven up international oil prices and increased domestic financial pressures.

“On energy efficiency, the government must lead by example with greater discipline and responsibility—setting the standard by showing that conservation can be practiced every day without compromising service to the public,” said Energy Secretary Sharon S. Garin.

The spot-checks evaluate several operational metrics, including keeping air-conditioning at no lower than 24°C, utilizing energy-efficient lighting, and adopting fuel-saving practices for official vehicles.

The DOE also reported that at least 1,130 government agencies—including state universities, government-owned corporations, and legislative offices—have integrated flexible work arrangements to help manage energy demand while ensuring public services remain uninterrupted.

The Department reminded all agencies that they must adhere to Republic Act No. 11285, or the Energy Efficiency and Conservation Act. To maintain accountability, the DOE confirmed it will publish the specific compliance results of all audited entities on its official website and other communication platforms.
