Sen. Risa Hontiveros sponsors Senate Bill No. 2090 under Committee Report No. 57, or the Party-List Reform Act, which seeks to strengthen representation for marginalized sectors and prevent abuses in the party-list system.
“The 1987 Constitution provides the foundation for the party-list system of representation in Congress,” she said during Tuesday’s plenary session, May 5, 2026.
Hontiveros said the bill would bar party-list nominees who are part of political dynasties, government contractors, and employees of contracting firms, while banning party-list names that use government projects or popular politicians to mislead voters.
“This aims to support more meaningful political organization efforts and a more mature party system,” she said, referring to the provision reserving half of the party-list seats for national and regional party-list organizations with clear ideological platforms.
Hontiveros said the measure would reserve the other half of party-list seats for basic sectors and require nominees to belong to the sectors they seek to represent.
“This Bill also introduces a new formula for apportioning seats based on the actual available seats for the party-list system,” she said.
