Bicol Saro climbs to No. 2 in performance survey for top partylist representatives

Represented by Brian Raymund Yamsuan, the Bicol Saro Partylist now ranks 2nd among the top performing partylist groups in Congress in the latest nationwide ‘Boses ng Bayan’ performance survey conducted by the RP-Mission and Development Foundation Inc. (RPMD).

Bicol Saro’s 2nd place ranking in this non-commissioned 2024 first-quarter survey is an improvement over its 3rd place spot in RPMD’s December 2023 poll.

This comes after Yamsuan was recognized last April by RPMD as its Outstanding Public Servant for 2023.

“Tayo po ay lubos na nagpapasalamat sa ating mga kababayan na patuloy na nagtitiwala at sumusuporta sa mga adhikain at mga programa ng Bicol Saro Partylist. Our countrymen, especially those who belong to the marginalized and vulnerable sectors, can count on Bicol Saro to always have their back when it comes to safeguarding their rights and interests in Congress,” Yamsuan said.

The first quarter ‘Boses ng Bayan’ survey conducted from March 18-24 involved 10,000 adult participants randomly selected from an extensive database of 67.75 million registered voters, according to RPMD Executive Director Dr. Paul Martinez. The survey had a margin of error +/- 1% and a 95% confidence level.

Bicol Saro built upon the previous 87.1% rating it got in December 2023 by garnering a remarkable score of 87.8% in the 2024 first quarter survey.

In April this year, RPMD recognized Yamsuan as its Outstanding Public Servant for 2023 and awarded him the Laurel Trophy, as a symbol of “his exceptional dedication to aligning government capabilities with community needs, especially those of marginalized sectors, reflecting the Bicol Saro Partylist’s mission of upliftment and improvement.”

“By revolutionizing the party-list system through his personalized approach to public service, Congressman Yamsuan has not only made a tangible difference in the lives of many but also set a new benchmark for leadership within the Philippine political landscape,” RPMD said.

Although Yamsuan assumed the post as the lone representative of Bicol Saro in the House of Representatives (HoR) only on February 22, 2023, he has amassed a string of achievements, having principally authored 86 bills and co-authored over 130 others.

He is the chairperson of the House Committee on Aquaculture and Fisheries Resources, and holds two House vice committee chairmanships—in the Committee on Bicol Affairs and Economic Development and in the Committee on Games and Amusements. Yamsuan is also the member for the majority in the Committees on Energy; Good Government And Public Accountability; Justice; Natural Resources; Public Information; Public Order And Safety; Suffrage And Electoral Reforms; Transportation; the West Philippine Sea; and the Ad Hoc Committee on the Relocation of the HoR Complex.

According to RPMD, the assessment of the partylist representatives focused on three key metrics: sector representation, legislative performance, and sector or constituent service.

Bicol Saro shared the 2nd place honors in the 2024 first quarter survey with Ang Probinsiyano, represented by Rep. Alfred Delos Santos (87.6%); Ako Bisaya, with Rep. Sonny “SL” Lagon (87.3%) and Agimat, with Rep. Bryan Revilla (87.1%).

The Tingog Partylist (90.3%),represented by Rep. Yedda Marie Romualdez and Rep. Jude Acidre, retained the No. 1 spot in the RPMD 2024 first quarter survey.
