Represented by neophyte lawmaker Brian Raymund Yamsuan, Bicol Saro has been named as among the top 3 best performing partylist representatives of the 19th Congress in the latest nationwide survey conducted by the RP-Mission and Development Foundation Inc. (RPMD).
Bicol Saro placed third in the independent survey, garnering an impressive performance rating of 87.1 percent.

Although Yamsuan assumed the post as the lone representative of Bicol Saro in the House of Representatives only on February 22 last year, he has amassed a string of achievements, having principally authored 73 bills, of which 24 have been approved on third and final reading and one enacted into law.
He holds two House vice committee chairmanshipsโin the Committee on Bicol Affairs and Economic Development and in the Committee on Games and Amusements. Yamsuan is also the member for the majority in the Committees on Energy; Good Government And Public Accountability; Justice; Natural Resources; Public Information; Public Order And Safety; Suffrage And Electoral Reforms; Transportation; and West Philippine Sea.
Also in third place in the RPMD survey with 87.2 percent is the 4PS Partylist, represented by JC Abalos and Marcelino Libanan in the 19th Congress.
With a rating of 92. 8 percent, TINGOG Partylist, represented by Yedda Marie Romualdez and Jude Acidre, remains the No. 1 performing partylist in the RP-Mission survey.
Sharing 2nd place honors are the partylist organizations Ako Probinsiyano with 88.9 percent under the representation of Representative Alfred Delos Santos; Agimat (Rep. Bryan Revilla), 88.6 percent; and ACT-CIS Partylist (Reps. Edvic Yap, Erwin Tulfo and Jocelyn Tulfo) with 88.1 percent.
With fifth place rankings are ALONA with 85.7 percent; Ako Bisaya, 84.5 percent; and Marino, 8.42 percent.
In 6th place is TGP Partylist with 82.6 percent, while 1RIDER takes the seventh spot with an 81.4 percent score.
Rounding up the top ten are Senior Citizens in 8th place with an 80.1% rating; Uswag Ilonggo and AKO Bicol sharing the 9th position with 78.8% and 78.7%, respectively; and PBA with a 77.5% score.
RP-Missionโs non-commissioned Boses ng Bayan survey was conducted from December 27, 2023 to January 5, 2024 among 10,000 adult Filipinos across cities and regions, reflecting a demographic proportional to the official voter population. The survey has a margin of error of +/-1% and a 95% confidence level.
The survey was conducted under the guidance of Dr. Paul Martinez, a global affairs analyst and Executive Director of RPMD.
According to Dr. Martinez, โThe core of this (Boses ng Bayan) report lies in its commitment to capturing the collective voice of the Filipino public.โ
โThrough extensive surveys and interviews, we have gathered a comprehensive view of how these Representatives have fared in terms of legislative productivity, advocacy for their sectors, responsiveness to public needs, transparency, and overall engagement with the communities they represent,โ he added.
